Job Description
Senior Technical Project Manager
The Senior Technical Project Manager is a high level leader and facilitator who oversees the work tasks and deliverables of functional groups and outsource partners on the team, and has solid experience in delivering complex systems that are the underpinnings of a company's broad product line. The Senior Technical Project Manager will have managed technical projects, created technical requirements and use cases, worked directly with technical developersboth internal staff and vendors, reviewed specifications and guided technical teams in the implementation of projects, maintained budget and schedule, and successfully collaborated with all functional groups, including marketing, product development, IT, and field technical support. Additionally, the Senior Technical Project Manager is responsible for establishing requirements for development and QA environments, for ensuring source code management is in place, along with providing oversight and approval for quality assurance environments as necessary. The Senior Technical Project Manager will also be responsible for day-to-day management of the cross-functional project team. The position reports to the Director of Project Technical Platforms.
Duties & Responsibilities:
Create development and overall resource and work plan per project budget and schedule constraints
Create use cases and product flows in response to Product Market Requirements documentation
Develop, review, and obtain company approval of technical requirements and technical design documents as needed
Engage and manage functional team members in UI, technical, QA, and instructional design, as necessary
Engage and manage outside technical development vendors
Develop requirements for development and QA environments, including aspects such as workstations, operating systems, servers, content and source code management, security, bandwidth, LAN & WAN connectivity, FTP sites, web-based workflow and collaboration sites, etc.
Collaborate with Product Management and the Technical Support group to develop the technical requirements for staging and production environments
Ensure the maintenance of development environments as needed through the duration of the project
With QA and Development managers, develop budget and infrastructure design based on development and QA requirements
Manage day-to-day activities of onsite cross-functional team
Serve as key collaborator with the software development team, providing input on technical matters, as well as general strategic issues
Attend outside vendor training
Other tasks as needed
Skills & Qualifications:
Essential:
Bachelors Degree in Computer Science, or equivalent, with 5 years minimum experience in the development field
5 - 10 years experience in technical project management, especially in the utilization of geographically distributed onshore and offshore teams
Excellent background and skills in enterprise platform-level technical development utilizing Java toolsets, .NET, relational databases, web applications, two- and three-tiered production environment implementations, multi-platform operating systems, browsers, services and utilities, as well as web-page design and Flash presentation systems
Very good skills in schedule, budget, and resource management, development, and tracking
Fluent written & verbal English with strong communication skills is a must.
Desirable:
Experience in development of online educational systems is highly desired
