Job Description

Job Summary  
The Financial Accountant has responsibility for the production of the monthly reporting to the organisations Management Team. The position also has the responsibility for reporting externally the monthly monitor returns and the Exchequer and Charitable Funds Annual Accounts. The post holder is also responsible for ensuring the integrity of accounts and will also be expected to have a general understanding of all other areas within the Department and act as backup to the Head of Financial Accountings as required. 
 
Management Responsibilities
 
1.      Be instrumental in maintaining the integrity of the financial information provided to the Management Team ensuring sound financial controls are in place within financial accounts and that action is taken on recommendations points raised by Auditors.
 
2.      The post holder will be expected to help promote good working links between Financial Accounts and Management Accounts and will work with the Head of Financial Accounting and Head of Management Accounts to actively promote this.
 
3.      Ensure that all monthly accruals are appropriately authorised. Authorisation includes independent checking of the backing documentation produced by financial information supporting the accruals and that the accruals are coded accurately.
 
4.      To identify improvements and enhancements in financial systems and processes and to proactively lead in ensuring that these are implemented in a process of continual improvement
 
5.      To deliver on a monthly basis financial related information in preparation for Management reports prior to sending to TMT Finance and Resourcing. This information includes both debtor and ratio analysis.
 
To assist in completion of the monthly monitor returns prior to sending to legislative bodies.
 
6.      To assist the Head of Financial Accounting in the preparation of the annual accounts for both Exchequer and Charitable Funds and liaise with the external auditors ensuring working papers are available in a timely manner.
 
7.      Internal / External Audit
Assist both internal and external auditors with financial audits as required, these will include treasury. The role requires the individual to maintain the integrity of information held on the oracle ledger thus ensuring accurate financial information is being reported both internally and externally.
 
8.      To check and authorise the monthly VAT returns and to manage the VAT processes ensuring VAT recovery is fully maximised.  The post holder will educate all finance and non-finance staff on VAT issues and to interpret new VAT guidance issued by HM Revenue & Customs and advise the organisation accordingly.
 
9.      Manage all insurance and losses activities , providing information as required to the Board 
 
10. Review all departmental procedure notes annually to ensure they include current information
 
Systems Responsibility
 
1.      System Development
·        Assist in the development and implementation of new and existing financial systems and in the provision of training for new finance staff
 
2.      To be responsible for ensuring the integrity of the coding structure held within the financial ledger system.
